We launched the Silapha Wellness Programme in February 2021, at State Theatre, in Pretoria. This was at the height of COVID19, it was succeeded by an activation in Mpumalanga province, then followed by Limpopo, Free State, Gauteng, Western Cape, Kwa Zulu Natal, Eastern Cape, Northern West and now finally Northern Cape.

It is a special privilege and a great pleasure for me to speak at this glorious and majestic occasion of launching the South African Sign Language dictionary and deaf awareness month, where we inform and educate people about the significance of South African Sign language. This invitation could not have come at a better time when as the country is working towards the officialisation of South African Sign Language as the 12th official language.

A year ago, when we presented our Department’s budget vote, our country was battling COVID-19 pandemic with no end in sight.

This year we meet following the devastating floods in KwaZulu-Natal and the incalculable loss of lives and livelihoods. We are well aware that our sporting and recreation facilities were not spared when looking at the overall damage to infrastructure.

This budget vote debate takes place during Africa Month as declared by Cabinet of the Republic in 2015. It is a month where we highlight and celebrate our Africaness in a true Pan-African spirit. In so doing we salute our forebears who founded the Organisation of African Unity (OAU) now African Union (AU) on the 25th of May 1963.
